1. In olive oil in skillet, cook leeks, red peppers, onions, and garlic over medium heat until vegetables are tender, about 15 minutes, stirring occasionally. Set aside to cool slightly.
2. Preheat oven to 375F. Line 151/2" by 101/2" jelly-roll pan with cooking parchment or foil.
3. In large bowl, mix ground beef, Dijon mustard, thyme, sage, rosemary, hot pepper sauce, cooked vegetables, and 3 cups bread crumbs just until well combined but not overmixed.
4. In lined jelly-roll pan, shape meat mixture into 10" by 5" loaf. Spread top with tomato sauce, grated Parmesan, and remaining 1/2 cup bread crumbs. Bake meat loaf 1 hour and 30 minutes. Let meat loaf stand 10 minutes before serving. Garnish with parsley if you like.
